The SERPs just seem to be stuck at the current rankings today and we are barely seeing any movement. The cache dates get updated way delayed. but it seems to happen to this query only on Google.com.ph:
http://www.google.com.ph/search?q=isulong+seoph
During the majority days of August, the SERPs were changing more frequently and you can see how Google.com and Google.com.ph only has slight differences. And for every change in Google.com, you see the corresponding change in Google.com.ph.
And right now… every since August 26, the SERPs are not moving at all. Even if Google.com changes, you see no corresponding change in Google.com.ph, only for the query of Isulong SEOph. Or maybe I am just imagining things. I really don’t know. Other queries seem to have newer cache dates every if it is for the same site.
Check results for Isulong only:

Check results for isulongseoph together:

But then again, it can be a data center propagation delay. But since August 26, hmmm I think that is too long already. Could it be the Google people are aware of the contest and is delaying things a bit to avoid the link spamming all over the place? What do you think?
